Procurement Director - Key Account Service Delivery

We are actively recruiting for a a client dedicated Procurement Director to lead and support our existing EMEA client-based procurement team and also operate as a functional lead on global opportunities.

PURPOSE OF THE ROLE
To provide effective strategic leadership balanced with effective operational management for all procurement activities within the client’s applicable EMEA and APAC site portfolio and to ensure that best practice is adopted, resulting in high standards of performance, delivery of financial targets, cost effectiveness and resource efficiency.

KEY OBJECTIVES OF THE JOB
As part of the senior leadership team of the client account team division, working alongside Finance, HR, QHSE and Commercial Directors to lead the division client account team leadership to achieve the business plan and long term business strategies Accountable for leading procurement activities across the division EMEA and APAC client-based account team including new sales bids, mobilising and establishing new business and ongoing operational activities. To improve performance, deliver a better value supply chain and reduce risk significantly

OPERATIONAL ACCOUNTABILITIES
• Develop and implement divisional procurement strategies and plans on behalf of the applicable client Regional Sourcing Managers (RSM) and Project Sourcing Managers (PSM) that result in meeting company and divisionalthe client’s financial objectives and growth and retention strategies
• Deliver targeted savings and performance improvement benefits and is fully accountable for the cost reduction and performance of the total client’s supply chain solution in the divisionas directed by the client’s Site Sourcing Lead (SSL) Managed Service Provider (MSP) contract manager.
• Responsible for divisional adherence to the overall CBRE Client Procurement strategies, policies and procedures
• Ensure the resources are in place and optimise performance of resource to deliver the client’s business objectives
• Manage the overall relationship with the client and serve as the main point of contact for vendor management and client management teams for all topics related to the program
• Build relationships with key customers to actively promote the client’s procurement capability and to demonstrate the wider value add of the CBRE business to drive increased new business and customer retention
Recruit, train, and develop Site Sourcing Lead (SSL) team members as necessary to build the SSL team as defined by the client
• Develop and maintain a strong network of supportive stakeholders that continuously promote procurement as a valued contributor to the success of the division and the company
• Identify and establish the supply chain in new markets and territories to support the client’s growth objectives
• Develop and implement learning and development interventions to embed good procurement practice throughout the division so that every buying decision made in the business is a good decision
• Develop contractual arrangements with preferred suppliers that are recognised for delivering best value and high quality service delivery to the client
• Develop and maintain relationships at the highest levels within the client’s preferred supplier base
• Ensures that the client’s supply chain is safe, sustainable and appropriately accredited and establish the appropriate mechanisms for continual risk management and performance improvement of the supply chain
• Develop and implement SRM (Supplier Relationship Management) strategies and plans with the client and its key suppliers that establish the client as a customer of choice in the market place and delivers value over and above what would normally be achieved
• Develop and implement category strategies for elected categories leveraging the wider client market position that ensure the client requirements and business needs are met
• Develop and implement communication mechanisms within the client’s outsourced SSL team (managed by CBRE) to ensure that all stakeholders are informed and engaged in the delivery of procurement strategies, including providing monthly safety, progress, and spending reporting as required by the client
• Participate in new business bid process, providing procurement expertise to the bid teams to enable the client MSP SSL team to tender competitively
• Support the mobilisation of new client contracts, leading the procurement stream and working with the mobilisation team and the client to influence and facilitate the appropriate supply strategy
• Take a leading role in developing and implementing client procurement strategies working with Procurement teams in other client divisions (as applicable) to develop and share best practice and technical expertise
Perform other duties as required under the client’s Master Scope of Work (MSOW) as agreed between the client and CBRE.

KNOWLEDGE, SKILLS AND EXPERIENCE
• CIPS, C.P.M., C.P.S.M. or N.A.C.M. qualified or equivalent, with substantial experience, preferably reporting into Board level, of providing strategic leadership and direction within a large and complex organisation
• Proven capability in leading large-scale change initiatives and embedding new organisations and new ways of working
• Proven capability of effectively organising, motivating and developing people in a complex, matrix-managed organisation
• Ambitious and driven to succeed with abundant energy and enthusiasm
• Superior influencing and communication skills
• The ability to work with and influence a broad range of customers, stakeholders and supplier staff at senior levels
• A passion for delivering tangible and measurable results
• Strong commercial acumen and a proven track record of identifying and delivering substantial savings
• Proficient analytical skills and a measured approach to decision making
• A collaborative approach with the ability to maximise the short term position while building long term productive relationships
• Experience of the FM market and in depth knowledge of the FM supply chain
Experience having worked for or with companies in the EPC (Engineering, Procurement, and Construction) project space
• Able to plan and manage multiple work programmes effectively
